Poe: MRT-3 condition getting worse

SEN. Grace Poe yesterday called on government to give commuters “a ride that is safe, convenient and comfortable” as she complained about what she said is the worsening situation of the Metro Rail Transit Line 3.

Poe, chair of the Senate public services committee, noted the MRT-3 continued to malfunction despite the P22 billion set aside by government for its rehabilitation and even as the Duterte administration already had three years to fix the mess.

Poe’s rant came after 800 passengers were offloaded on Wednesday morning due to a defective door.

The Department of Transportation (DOTr) said it is not true that the condition of the MRT-3 is deteriorating.

In the statement, the DOTr said that from January to June 2019, only 14 unloading incidents were recorded, compared to the same period of time in 2016 when 333 unloading incidents were recorded before the Duterte administration took over. On service interruptions, the DOTr said only 12 incidents were recorded in 2019 compared to 31 in 2016 on the same period of time.

Poe complained that passengers have lost a lot of time just lining up to ride the train, only to be inconvenienced whenever it malfunctions.

“Hindi pa ba sapat ang tatlong taon para maisaayos ang problema (Aren’t three years enough to address the problems)?” Poe said.

“’Pag hindi tumitirik, umuusok o tumutulo. Ganitong klaseng serbisyo ba ang patuloy na mararanasan ng mga mananakay ng MRT? (If it’s not screeching, it’s smoking or dripping. Is this the kind of service that MRT passengers will continue to experience)?” she added.

She said the people deserve no less than a safe, convenient and comfortable ride.

The DOTr said it has teamed up with the consortium of Sumitomo Corporation, Mitsubishi Heavy Industries, and TES Philippines for the major rehabilitation and maintenance of the system of the MRT-3.

Part of the rehabilitation plan is the overhaul of the 72 light rail vehicles, rehabilitation of the power and the overhead catenary systems, changing mainline tracks, upgrade of signaling system and communications, and repair of escalators and elevators.

The DOTr said repairs will take a long time assured the public there will be changes after the 26 months of rehabilitation.

The goal includes an upgrade of the speed of trains from the current 15 to 20 kph to 30 to 60 kph and reducing waiting time from 7.5 minutes to 3 or 3.5 minutes.

It also said “more than 50 percent” of new rail tracks have been shipped from Japan and expected to arrive in the country this month or next.

July to August. It added that additional 60 air conditioning units were already bought and installed in the trains.
